There are delays at Dover, +ye all know this, but as your ;orrespondent, J. Knocks, )oints out, there may well be :easons for this. Has no one aken each case of excessive ielay and inquired as to the eason? In the experience of my min organisation, we have not ound that the officers of HM 2ustoms and Excise leliberately set out to cause ielay.
