How can an operator, perhaps miles from a pick. point, be responsible for the condition and the actior passengers? How can a coach driver be expected control a drunken coach party, and is he expected to fi each passenger before boarding?

The report should not be ignored, but I responsibility must be placed on the shoulders 'o named organiser — a travel agent, club secretary or tt nominee. Punishment for offences should inch. blacklisting of all concerned and the blacklist should sine die.

It is ludicrous to suggest that a proprietor responsible for the behaviour of, his customers.; I example, will British Rail also have to answer for conduct of its thousands of passengers?
