Which of the following most accurately describes the problem?

Alappeal against the decision of the Licensing Authority for the East Midland traffic area to grant licences to Larrow Transport (East Midlands) Ltd. was opened at the Transport Tribunal in London on Tuesday. The Tribunal heard that the LA had granted licences for 43 vehicles in spite of opposition from other contractors.

The appellants were Parkers (Surfleet) Ltd., Hodgkinsons Transport (Lincoln) Ltd. and 25 other firms. They were represented by Mr. 0. Popplewell.

Mr. Popplewell said that Larrow Transport had bought the goodwill of Boston Stevedores, which was trading under the name of Tower Hill. They were in debt to the Provincial Bank and sold up.

"It is interesting to see if it was goodwill that was sold or if it was in fact the number of licences which could be obtained". said Mr. Popplewell.

Local firms, said Mr. Popplewell, suffered from Larrow being granted so many licences. He contended that they should only be granted 30 per cent of the number they now had.

The hearing was adjourned.
