Which of the following most accurately describes the problem?

AS revealed in COMMERCIAL MOTOR recently, the Manchester Ship Canal Co. is now providing full facilities for TIR vehicles and containers at its inland clearance depot in Water Street, Manchester, 3. The rate for clearing a TIR vehicle is two guineas (exclusive of labour charges). This charge applies only to vehicles covered by correct documentation and an extra charge is made where parking is required through delays in documentation or other causes. The services available at the depot consist of: Export goods—receiving goods and pack-mg into containers; Import goods—receiving containers, discharging direct to consignee's vehicles.

Alternatively, containers may be cleared by Customs while still on vehicle and delivered on the same vehicle to consignee's premises, provided the Customs entry is lodged in sufficient time before arrival of the containers at the depot.

The Manchester Ship Canal Co. stresses that it is desirable for the depot to receive advance notice of 'TIR traffic in order to facilitate speedy clearance.
