Which of the following most accurately describes the problem?

THE programme has now been announced for the first national convention for tipper operators, sponsored by the tipping vehicle group of' the Road Haulage Association. This will be on Saturday, November 5 at the Palace Hotel, Buxton, Derbyshire.

The first working session is at 10 a.m., with a paper and discussion on the subject of the RHA's attitude to co-operation introduced by Noel Wynn (Robert Wynn and Sons Ltd., Newport), a national vicechairman of the Association. Mr. Wynn was also chairman of the reorganization study group, one of whose recommendations— the formation of co-operative groups of hauliers—has just been adopted by the RHA.

Following this, Alan Havard (Editor, COMMERCIAL MOTOR) will present a paper examining present-day tipping operations and this, too, will be followed by a discussion period.

First paper in the afternoon session will be "Technical developments with regard to tipping vehicles," by John Dickson-Simpson, who has recently returned to technical journalism after a period as an engineering executive in industry. The discussion on this topic will be followed by the last paper of the day—on tipping vehicle rates, costings and operations, by Edgar Williams (Williams Bros. (Queensferry) Ltd.) who is vice-chairman of the RHA tipping vehicles group.

The chairman of the group, Mr. E. Hemphill (A. and W. Hemphill Ltd.) will preside at the convention and at an evening banquet he will propose the toast to the guests. The reply to this toast will be made by RHA chairman Mr. P. H. R. Turner (Coast Lines Ltd.).
