Which of the following most accurately describes the problem?

test certificates have been re-bailed for at least another three weeks.

The pair were arrested last November at the Purfleet HGV test station following a joint investigation by their Vehicle Inspectorate managers and Essex police. They have not been charged, but one of them, with another man, is due to answer bail on 11 June. The second vehicle examiner will report on 1 July.

If they face charges they will probably be connected to corruption. This would shift the burden of proof: rather than requiring the authorities to prove their guilt, the two vehicle examiners would have to prove they are innocent.
