In its general election mani festo published last week, it re. jects the "negative" philosophy of the Serpell Report on railway financing, and says that carefu planning and co-ordination wil be needed to meet the differen1 public transport needs of the cities and countryside.
The Labour Party manifesto promises a nationwide, off-peak half-fares concessionary bus fares scheme for pensioners and a licensing system geared to the safeguarding of services.
