Which of the following most accurately describes the problem?

• Truck drivers will enjoy better job prospects over the next three months.

A survey of British employment prospects by job agency Manpower says 12% of transport and distribution companies plan to cut jobs but prospects are good because 19% plan to recruit more drivers.

But the 7% difference between the two figures is slightly below the British industrial average, where the balance between cuts and recruitment is 9%.

Manpower says transport employers are more optimistic than they were at the beginning of 1996—when more companies were planning lay-offs than were taking people on. But it says the industry is still less optimistic than it was this time a year ago.
