GOVERNMENT plans for a capital transfer tax, higher social service contributions and fewer benefits for the self employed were criticized this week by Mr Ken Hatcher, chairman of the Road Haulage Association. Speaking at the Association's southern area annual luncheon on Monday, Mr Hatcher said that the R HA had lodged strong protest because the proposals would hit many thousands of small hauliers.

Mr Hatcher said that the typical haulier ran a small fleet to enable him to keep in touch with all the work his vehicles were doing and with his drivers.

"I have never heard any complaints about this state of affairs, either from a customers or from the drivers. It is difficult to know why the present Government should be so keen on making a change. But there is no doubt that they arc keen to do so," said Mr Hatcher, recalling that the Labour Party Manifesto had threatened an extension of public ownership in road haulage.
