He had been hearing an application by Mr. Augustin Bell, Stockton, for an extra platform vehicle on A licence to work from the north-cast coast to Norwich and the eastern counties, and for an additional B licence to cover an articulated vehicle for goods within a 35-mile radius of Stockton.

For Mr. Bell, Mr. B. G. Montgomery said he already had five vehicles on A licence, engaged mainly in carrying salt and other goods to a depot in Norwich, and returning with fruit to north-eastern markets. There had been steady increase in trade.

Mr. Bell agreed with Mr. Hanlon that he was virtually operating a trunk service, and that he had withdrawn a previous application for extra vehicles.

Mr. Hanlon: "Why did you? If you had come here before you might have had this one on the road by now. Frightened off. I suppose?"

Mr. Bell: "I couldn't get over the objectors."

Mr. Hanlon: " Other people wouldn't be frightened off if they had a good case."

He told Mr. Montgomery that he thought Mr. Bell had been put in "a ridiculous position" in making the application as it stood. The application for the B licence should be withdrawn. He would issue an immediate short-term A licence and grant the additional vehicle.

TIPPERS BROUGHT BACK L'XTENS1VE hiring of tippers on seasonal work throughout the northeast was described on Tuesday by Mr. G. Jones, transport manager for Tarmac Roadstones, Teesport, one of three subsidiaries of Tarmac, Ltd. He told Mr_ J. A. T. Hanlon, Northern Licensing Authority, at Stockton, that although his company had 54 vehicles of their own, during the peak contracting season they had to hire tippers from hauliers as far away as Kirby Moorside, Scarborough and occasionally York.

Mr. Jones was supporting an application by H. N. Walkington, Southbank. to restore to their B licence two tippers which had been off the road since December, 1955, and December. 1956. Mr. Hanlon said it was difficult to maintain a balance of vehicles against demand. He would grant the application, but the two tippers should be fully roadworthy before being brought into use.
