Which of the following most accurately describes the problem?

CIVIL estimates for 1958-59 show an ‘--.• increase of £13.5m. for expenditure on the roads. Total expenditure in England and Wales is placed at £70.4m. and in Scotland at £10.7m. Large-scale work is expected to rise by £12,7m., but a cut of £1.2m. is shown in expenditure on minor improvements and maintenance. The first section of the London-Yorkshire motorway will cost more than £6m. Other amounts to be spent on new schemes in 1958-59, with the estimated total cost in brackets, are: St. Albans by-pass and spur, £1,696,000 (16,471,000); Dunchurch by-pass, Warwicks, £44,000 (f415,000); Ingatestone by-pass, Essex, £44,000 (£419,000); Lancaster by-pass, £820,000 (£3,791,000); Ross spur motorway, £697,000 (£6,495,000); Grantham by-pass, Kesteven, £63,000 (£1,113,000). There is hope that the Severn bridge scheme will be approved soon.
