Which of the following most accurately describes the problem?

TEN YEARS AGO, when the transport industry was concerned about the provisions of the 1968 Transport Act, the idea for The Transport Manager's Handbook was conceived and early in 1970 the first edition was published.

Over the years the Handbook has grown in size with more text and more illustrations — a reflection of the increasing burden of legislative restriction imposed upon the industry.

This year the number of chapters has gone up from 16 in 1979 to 24.

For example, the previous chapter on drivers' hours and records now has two separate chapters; driving licences have two chapters, and driving tests are covered in an entirely separate chapter.

Vehicle maintenance and maintenance records are dealt with separately, and the corn. plex requirements concerning vehicle loads have been splii into three chapters: general, abnormal and projecting.
