Which of the following most accurately describes the problem?

CUMBRIA County Council's permit cordon scheme on the A591 is likely to be introduced in September (CM, March 19).

The scheme calls for a three-ton unladen weight limit on a section of the A591 between Grasmere and Thurlmere, and for heavy vehicles to be encouraged to use the recently improved A66.

Permits, which have still to be printed, will be issued to the 100 lorries a day which need access to the restricted area bounded by Barrow, Thurlmere, Kendal and Ullswater.
