Which of the following most accurately describes the problem?

LICENSING AUTHORITIES exist to help make hauliers' lives easier, according to Yorkshire LA Maj-Gen John Carpenter.

He said this after hearing that 3 Shipley operator had overcome us limited financial resources Dy insisting on payment from .:ustomers within 14 days.

John Davies, trading as )avies Transport of Shipley, and currently operating under an Interim Licence, was seeking 3 new Standard International Licence for two vehicles and Four trailers.

In evidence, Mr Davies agreed with the LA that his Finances were limited, maintaining a small balance at the bank and prepared to go into business only in a small way. He had previously held a licence in the Metropolitan Traffic Area without running into any problems and he dealt with people who required a specialised job.

Mr Davies' turnover was around £850 per week and it would be foolish to be content with anything less with vehicles costing around £23,000.

Ile had bought a five-year-old vehicle, had spent some £5000 on it, and it would soon be replaced. He had a maintenance arrangement with a commercial garage as he was not equipped to carry out large scale repairs himself.

Granting a licence for one vehicle and two trailers in possession with one vehicle and two trailers to be acquired, MajGen Carpenter said he was satisfied about both finance and maintenance.
