Which of the following most accurately describes the problem?

IF the rail closures in North Devon pro posed in the Beeching Report are fully implemented there will be an urgent need for the development and improvement of the road system in the area. This view was generally expressed at a meeting at Barnstaple last Friday, organized by the Devon and Cornwall division of Traders Road Transport Association.

The meeting, under chairman Mr. E. M. Shaw, the divisional chairman, was called to consider the formation of an area organization for North Devon. Members present agreed to this and Mr. P. Pattison was elected area chairman, with Mr. H. J. Willcock as hon. secretary.

Mr. H. R. Featherstone, T.R.T.A. national secretary, who gave a talk on current matters, said that the detailed terms of reference for the projected licensing inquiry had not yet been disclosed, but probably they would be published within the next few weeks, or possibly within the month.

Mr. Featherstone went on to say that firms operating their own Vehicles under a C licence would have to assume that all sorts of suggestions prejudicial to the C licence would be put forward at the inquiry, including the familiar one of imposing limitations, by proof of need or discriminatory taxation.

"The task of T.R.T.A. is a comprehensive one at an inquiry of this character ", added Mr. Featherstone. " One aspect will be to show what a disastrous effect upon efficiency restrictions of these kinds would impose."
