Which of the following most accurately describes the problem?

ASURVEY of all aspects of the B e lf as t Corporation Transport Department, undertaken by Urwick, On and Partners Ltd., industrial consultants, and completed on March 31, shows that the undertaking is being operated on a very high level of efficiency, states the general manager, Mr. R. W. Adams, in his annual report.

The outcome of the year's working, a deficit of £13,391, was the result of trolleybus and motorbus operations only. But for the unprecedented winter weather, said Mr. Adams, there would clearly have been a modest surplus instead of a deficit.

The financial results for the year cornPrise a deficit on buses of £56,296, a surplus from trolleybuses of £13,005, and income from investments of £29,900.

Altogether 165 m. passengers were carried. Trolley.bus working expenses per mile averaged 43.28d. compared with 40.66d. last year, the proportion of expenses to total revenue being 92-76 per cent against 91-62 per cent in 1961-62. Average expenses per mile for buses amounted to 4211d. compared with 40•0d., the proportions in this case being 95.15 per cent against 94-53 per cent in 1961-62.
