Which of the following most accurately describes the problem?

London, for a new B licence to add 12 vehicles to its existing fleet of seven for the transport of cars was adjourned by Mr. D. I. R. Muir, the Metropolitan Licensing Authority, in London last week.

Mr. R. Williams, for the applicant, said that many varieties of cars were carried, although about half of the business was with the Rootes Group, and basically the new work to be undertaken was for Rootes at Linwood, Scotland. Because of over-commitments, Vehicle Clearances had not been able to satisfy the demand of customers that all their cars should be transported, instead of a percentage having to be driven on the road.

Supporting evidence was given by various customers, who all expressed the desire to engage the applicant as their sole transporter, because of convenience and the service he could give.

Objectors were British Railways, British Road Services and Motor Vehicle Collectors. For B.R.S., Mr. G. Mercer made the point that in 1962 more than 500 cars had been driven (against 1,158 transported) without any evidence of serious customer complaint.

Mr. T. Eelly, for Motor Vehicle Collectors, said that 'many customers could make use of other transporters whose vehicles often travelled empty on return.
