Which of the following most accurately describes the problem?

A NEW venture by Wallace Arnold r-1 Tours was revealed by the company's traffic manager, Mr. G. Steele, at a hearing at Leeds on Monday at which his company was one of the objectors against a granting of a licence to Wonderlust Tours of Doncaster to operate mini-buses between Doncaster and Dover and then crossing the Channel to the Santander province of Spain for 15-day camping holidays.

Mr. R. Clark_ proprietor of Wonderlust Tours, appealed to the Ministry of Transport after his original application had been turned down by the Yorkshire Traffic Commissioners in October, 1962. The Minister ordered a rehearing of the case, which was also to give the objectors a proper opportunity to state their objections.

In the intervening eight months Mr. Clark's original application for France or Spain was amended to four routes to Spanish camps, but again on Monday the Commissioners rejected his application.

Mr. Steele revealed that Wallace Arnold Tours had been negotiating since 1962 with a large supplier of camping equipment and planned to operate the "Carefree Holidays under Canvas ". on five departures in 1964---July 26, August 2. 9. 16 and 23.

The company is now compiling its brochure for thc venture and among the holidays to be offered will be a 10-day one from Yorkshire giving seven nights at a camp site at Lucerne at a cost of £15 is. 6d. This includes everything for the campers except food. This holiday will be operated by air coach from the West Riding through -Southend-on-Sea Airport.

Mr. Steele said that Continental coach tour prices had been fairly high up to 1960/61 because they had circular itineraries. But now the trend was changing a little. One-centre holidays cut holiday accommodation costs as opposed to single night bookings and this change was attracting more younger people to Wallace Arnold Tours. The group had also operated "Teens and Twenties" Continental holidays for people between 'he ages of 15 and 30 years using small hotels and cheaper pensions.

Mr. Steele told Mr. A. Stockdale (for Wonderlust) that when the original application to run mini-buses from Doncaster was made last October he had no knowledge of negotiations going on within Wallace Arnold to offer camping holidays, but later learned this through another department.

Mr. Stockdale: "Do you mean that Wallace Arnold does not know what its right hand and its left hand are doing?"

Mr. Steele: "That is so in this case ".
