Which of the following most accurately describes the problem?

IN a reserved decision this week, Mr.

A. H. Jolliffe, the North Western deputy Licensing Authority, granted one vehicle on A licence to R. H. Monk of Bolton on the surrender of a Contract A licence for two vehicles. The original application was for a switch to A licence for both vehicles, which had been on contract only since 1962.

At the hearing on June 5, at Manchester, Mr. S. Moss, for the applicant, said that the company was seeking a normal user of: "cotton,' cotton waste and salvage cotton within 35 miles of base" and at present the units were oil contract to Edward Law Ltd. Originally this company had operated its own C

licensed vehicles, but last year had approached Monk to take over its transport. A Contract A licence had been taken out because at the outset the extent of the traffic to be moved was not known, nor were the areas to be covered, or how the work would inter-link with that already being performed with the remainder of the fleet.

It then became apparent that the contract was not a suitable arrangement and different vehicles were carrying consignments to customers of Law who were also customers of Monk.
