Which of the following most accurately describes the problem?

A CARLISLE haulage company, who ra were stated to have come to the rescue of a local dairy concern with a tanker service at a week's notice when British Road Services suddenly withdrew, were granted two extra A licences by the Northern Licensing Authority at Carlisle last week. One was for a platform lorry and the other was for a tanker at present run on contract-A licence.

Applicants were J. W. Hodgson (Transport), Ltd., Carlisle. The transfer of the tanker from contract A would be subject to the deletion of a vehicle from a special A licence, Mr. J, A. T. Hanlon, the Authority, was told by Mr. W. E. Crosthwaite, a director of the company.

British Railways and British Road Services, represented by Mr. F. J. McHugh. objected to the addition of the platform vehicle.

The applicants were stated to have five vehicles on A and five on special A licences and grounds for the application were an increase of business from existing customers, as well as new business.

Tanker on Contract Mr. Crosthwaite explained that the tanker was at present on contract to Border Dairy, Ltd., Carlisle, but they wished to use it on alternate days to carry skimmed milk from Carlisle to Darlington and Barnard Castle for Nestnilk, Ltd., Carlisle, Maintenance had become a problem because of vehicle shortage at Carlisle. There had been a great increase in milk collections from the farms for the Border Dairy, whilst new work was haulage of used tyres from the Carlisle depot of Tyre Recoveries, Ltd„ to Newcastle and Liverpool docks.

A director of Tyre Recoveries, Ltd., Mr. Stanley Pluckrose, said tyres had to be transported to the docks usually at four or five days' notice, so it was not feasible to use the railways.

Mr. John Ashbridge. of Border Dairy, Ltd., said there had been an increase of 1,400 gal. a day in the applicants' milk haulage from farms recently. B.R.S. operated a tanker service to Newcastle for the concern and suddenly withdrew about a year ago. The rates laid down by the Ministry had not been acceptable to B.R.S. and Hodgson's took over almost at a week's notice, Mr. Joseph Carr, manager of Border Counties Farmers' Supplies, Ltd., Carlisle, said their turnover in feeding stuffs and artificial manures—all of which was transported by the applicants —had increased by over 400 per cent. in the past five years.

. Granting the application, Mr. Hanlon said he would not expect the applicants to seek another contract with the Border Dairy after the grant without informing the Authority and giving reasons.

TENDERING NOT GOODWILL TT was impossible to say that tendering, which was subject to competition, could be regarded as goodwill. The limited normal user restricted to work for Lancashire County Council did not provide sufficient evidence to justify the assumption that there was a business to take over.

Mr. J. R. Lindsay, North Western Deputy Licensing Authority, said this at Liverpool on Tuesday, when he refused an application by Mr. G. H. Cropper, Liverpool, to take over an A licence issued to Mr. J. H. Plumb.

Mr. E. A. Whitehead, for the applicants, said the county council were willing to accept tenders from Mr. Cropper as Mr. Plumb's successor. It was the council's practice to accept tenders only once a year.

15,054 NEW VEHICLES IN APRIL THE number of vehicles other than I cars and motorcycles, registered for the first time in April was 15,054, bringing the total for the first four months of the year to 65,070. In the "other goods" category, 7,463 petrol and 2,133 oil vehicles went on the roads in April compared with 8,785 and 2,720 respectively in the preceding month.
