Which of the following most accurately describes the problem?

LYNDA CHALKER, Transport Minister, has announced that the final two-and-a-ha If mile I4km) section of the M27 between Chilworth and Stoneham will be opened to traffic on July 24 five weeks ahead of the contract completion date.

Mrs Chalker said: "Completion of what had become known as the "missing" central section means that through traffic will be able to derive the full benefits of over 30 miles of continuous motorway from Cadnam in the west to Portsbridge, north of Portsmouth, in the east with connections to both the important A33 and, via the A27, the A3 north-south routes. It will also bring much needed relief to the local road network in Eastleigh and north Southampton."

The new section of motorway has been built by Cementation Construction. It starts where the Chilworth Link with the A33 joins the Cadnam-Chilworth section of the M27, and continues in an easterly direction through Chilworth, under the A33 at Bassett to Stoneham Lane. The Bassett Link, which, complementary to the Chilworth Link, connects the M27 to the east with the Otterbourne and Chandlers Ford Bypass (A33), will be opened at the same time.
