Which of the following most accurately describes the problem?

ARGEST application amongst this I-I week's "As and Ds" is in the Northern area where Gupwell Transport Contracts, Ltd., of Felling, are asking ,for a new B licence for 26 vehicles of a total unladen weight of 66 tons. 'Following the current trend, these vehicles are at present being operated under contract licences. The application appears to be in respect of "return loading" from Bourncville, Bristol and Glasgow, for Cadbury Bros., . Fry's and McColl's respectively, whose goods are for delivery in the northern counties, "normally within the Northern traffic area."

Another fairly substantial application appears this week-also, in the Northern publication-from the Bishop Auckland hauliers, Davidson Transport, Ltd. They want a further six articulated units to be added to their A licence. The published application does not give the normal scope but refers to the general normal user granted to them.

There are numerous other large contract-A to A applications. Harris and Miners. Ltd., of Bovey Tracey, are asking the Western L.A. for a new A licence involving 16 vehicles of 72 tons-odd unladen weight. They also want a new B licence for two vehicles. A perusal of the facilities they wish to provide is printed below. This application will presumably need some sorting out by Mr. Nelson before he makes any grant. Different normal users for vehicles such as this could lead to a certain amount of confusion.

There is yet a further contract licence switch in the Western area: Plant Hire (Stroud), Ltd., wish to use two vehiclesan artic. and a tipper--to carry plant and machinery and materials for other people.

Finally there is in the Western area an application by a newcomer for a B licence for a small vehicle to carry " General goods within 125 miles." The applicant is a Tewkesbury commission agent!
