Which of the following most accurately describes the problem?

THE Wath haulage firm of W. Cooper (Haulage), Ltd., was criticized by Mr. John Randolph, Yorkshire Deputy Licensing Authority, for -waiting until the last minute to withdraw four applications for licences which should have been heard in Sheffield.

Mr. W. Ormond, representing Cooper's, said he wished to withdraw the applications and to make fresh ones later. He said this was due to lack of evidence. The case was first referred to another firm of solicitors and the solicitor who had been handling the case had now left that firm. Mr. Ormond said he had not had time to take advice from the applicants or to advise them properly.

Mr. Randolph said it was four months since cases were put down for hearing and not until last week was the Court informed it would be necessary to withdraw them. He said he was not blaming the solicitors, who may have been instructed late in the matter, but it did seem to him that the applicants could have had some regard to the convenience of others.

Many Small Cases Not only had objectors to be represented but it had not been possible to put into the list a number of small cases which could have been dealt with. He went on: "I am told that the number of small cases in this area is getting very large and a lot of time has been wasted that could have been occupied in hearing some of them. I do hope that when applicants realize it will be impossible to proceed with a case, they will at least let the Authority know in good time so that steps can be taken to help other people out of their difficulties."
