Which of the following most accurately describes the problem?

• Vehicle pollution is not to blame for the Government's failure to hit its air quality targets, according to a report prepared by the University of Birmingham.

While vehicle exhausts remain the major source of air pollution, the report blames particulates and dust blown across from the Continent for undermining UK air quality target for 2005. Environment Minister Michael Meacher says he will be pressing for European Union action at the forthcoming Environment Council and European conferences.
