Which of the following most accurately describes the problem?

• A £380m rail freight terminal which is planned for the West Midlands would lead to a nationwide decrease in long-distance road haulage, according to David Mann, property manager of electricity generating company Powergen.

He was speaking at the end of a five-week inquiry into the proposed Channel Tunnel depot at Hams Hall in Coleshill. The scheme, which as been drawn up by Powergen and Trafalgar House Business Parks, is expected to create up to 7,000 jobs.

Mann said that if the depot went ahead he expected longdistance haulage by road to decline because of the rail link between Europe and the Midlands, via the Channel Tunnel.

But he also predicted an increase in short-distance road distribution in and out of the new terminal.

A decision on the planned road-rail depot is expected in the late summer.
