Which of the following most accurately describes the problem?

• North Western Traffic Commissioner Martin Albu has cut the licence held by Liverpool-based James Ellison & Son from 10 vehicles and 20 trailers to six vehicles and 10 trailers because of maintenance problems. He also directed that the licence should terminate in December 1993.

Vehicle examiner Eric Bober said that in January and February 1992 one delayed and five immediate prohibitions had been issued to the company's vehicles at road-side checks in Manchester and Liverpool. Three warning letters were issued relating to those prohibitions. A further three immediate and one delayed prohibitions were issued during a maintenance investigation.

Bober said that as the vehicles and trailers had increased in numotc4 ber over the years staffing levels had remained constant. Inspection arrangements were inadequate and vehicle condition had deteriorated. The staff were under a lot of pressure to maintain the fleet satisfactorily.

Director James Ellison said that immediate prohibitions had been issued that he was not entirely happy about. One vehicle was prohibited for excessive smoke when starting and an air leak. The next day the prohibition was cleared though no work had been done on the truck.

Ellison said he thought he was doing his job quite well but it had been pointed out that he was not and he would have to remedy it. The majority of vehicles and trailers were passing their annual tests first time.

Albu said when the company applied for a new licence it must make sure systems had been tightened up.
