AThe appointment scheme in operation

in certain London docks for the delivery of export cargoes has recently been extended to all PLA sheds and berths in the Royal Docks, that is the Royal Victoria, Royal Albert and the King George V docks.

All export cargo tendered for shipment at these docks will need an appointment to be made in accordance with the following procedure.

Export cargo should be booked for freight space with the relevant shipping company or its agents. Some shipping companies require that a freight space booking be made before the allocation of a vehicle appointment. In these instances the PLA will not accept a vehicle for an appointment until the freight space reference number can be quoted.

Dependent upon the type of cargo to be delivered appointments should be made in the following manner: 1. Cargo which is to be delivered to PLA sheds on the advertised receiving days. This applies to the majority of export cargo.) Telephone: 01-476 4489 410 lines) or telex 896816.

Office hours: 08.00-18.00 hours. Monday-Friday (excluding statutory and public holidays).

2. Heavy-lift cargo. (Packages which have an individual weight of 5 tonnes or more than 5 tonnes.) Telephone: 01-481 2000 ext 95/369, or telex: 896816 Office hours: 07.00-21.00 hours. Monday-Friday (excluding statutory and public holidays).

3. Hazardous, refrigerated or other cargo for which delivery direct from vehicle to ship is required.

A special delivery day will be given by the shipping company or its agents; no appointment is required by the FLA.

Appointment periods

Information required:— Name of ship; port of destination; name of shipper or carrier: telephone/telex number; brief description of load; grossweight of load: number of packages; and the gross weight of individual heaviest package.

Appointment Conditions It is not obligatory for appointments to be made for vehicles with loads of one tonne or less, where no individual package exceeds 250kg but it is strongly advised that appointments for such loads be made.

When the carrying line has advised the Authority that the vessel is fully committed no further appointments will be made.

By arrangement with shipping companies the closing date will be strictly adhered to so that prompt sailings can be made.

When a vehicle appointment is made the PLA will allocate a reference number. This number together with the appointment period time and delivery date must be quoted on the revelant shipping note.

It is desirable that appointments for the following day are made before 17.00 hours.

Where any doubt exists as to whether an appointment is necessary such as the instance of vehicles containing more than one type of cargo, reference should be made to an appointments clerk; tel: 01-476-4499.

Delivery day instructions 1. Cargo to be delivered to PLA sheds. Report to appropriate lorry park within agreed times.

2. Heavy-lift cargo.

Deliver direct to 25-tonne crane berth Royal Victoria dock, at agreed time.

3. Special stowage cargo which is to be delivered direct from lorry to ship. Report to appropriate lorry park on agreed delivery day.

No. 2 (For vehicles tendering export cargo to Even Number Sheds, Royal Albert Dock, all sheds in King George V Dock and Royal Victoria Dock.) Tel: 01-476 3698 and 01-481 2000 extensions 96/293 and 294.

Ensure that appointment reference number time and date of appointment are on the shipping note in order to facilitate identification of vehicle at the lorry control park, also ensure that the driver clearly understands his time and date of appointment.

Delivery day conditions The PLA will not accept any export cargo unless the accompanying shipping note is marked with appropriate Customs Assigned Number (CAN) or pre-entry number. If the CAN cannot be quoted, some shipping companies, in addition to the pre-entry number being shown on the shipping note, require a copy of the pre-entry to accompany the goods.

It is desirable that vehicles arrive as early as possible within the agreed appointment period but they will not be accepted more than 30 minutes before the commencement of the period in which they have an appointment. Vehicles applying for the last period should arrive before 20,00 hours.

The appointment scheme will not guarantee off-loading immediately on arrival but vehicles which have appointments and arrive within their agreed period, including those with less than one tonne weight, will be given preference over those without appointments and those with appointments arriving after the expiration of their agreed period. Consequently, vehicles which have load S in excess of one tonne weight, and for which appointments have not been agreed will be dealt with, if time permits, after vehicles having appointments and vehicles tendering less than one tonne.

In no circumstances is the Authority able to accept liability for lost journeys or other expenses that may be incurred as a result of failure to unload a vehicle with or without an appointment.
