Which of the following most accurately describes the problem?

• The licence of Security Express Ltd of Glasgow was reduced from 28 vehicles to 19 for five months by the Scottish LA when the company appeared under Section 69 this week.

Mr James Law, representing the company, said although authorized to. operate 28 trucks only 20 were in fact in use because of difficulty in obtaining suitable vehicles. It was hoped, he said, to operate 24 lorries by the end of this month. One delayed and five immediate GV9s had been issued between July 1970 and August 1971 but the vehicles were hired from other operators and one, in fact, was in the possession of British Road Services.

Mr Law submitted that there was a lack of liaison, regarding records, between the company using the vehicles and company owning them.

Mr S. Grier, vehicle examiner, said he thought that quality control was needed to improve the standard of maintenance. He had examined 13 vehicles and had issued four immediate GV9s. The general apperance of the fleet appeared shabby and two-monthly intervals between inspections were too long.

In his decision Mr A. B. Birnie, the LA, said his penalty had taken into account the fact that the firm wished to operate 24 vehicles by the end of this month so that reducing the licence to 19 vehicles for five months from February was more severe than might at first have appeared.
