Which of the following most accurately describes the problem?

• Figures for 1970 and 1971 show a drop of just over 17 per Gent in the number of thefts of valuable loads from vehicles in the Metropolitan area. This statistic is based on information given to the vehicle security committee of the RHA on thefts of loads valued at £1000 or more, which were reported by Scotland Yard to the vehicle observer corps over the two years.

The total for 1970 was 303 and it fell to 250 in 1971. Clothing and textiles, with 51 reported thefts, remain top of the list. Wines and spirits have moved from fourth to second place on the list. Electrical goods have dropped from third to eighth place and cigarettes and tobacco from sixth to tenth place.

A recent disturbing trend noted by the committee is an increase in thefts of or from vehicles not weighing more than 34 tons. The chairman of the committee, Mr J. T. Brown, of Atlas Express Ltd, London, says: "It is possible that there may be some connection between this development and recent legislation which has removed vehicles of this category from the goods vehicle licensing system."
