• Drastic re-organization of the Industrial Training Boards will be proposed by Mr Robert Carr, Secretary for Employment, early next month.

Many of the present Boards will be retained for specialized training but the Minister is anxious to see more co-operation and dovetailing of courses to increase efficiency and reduce costs.

The report of the departmental inquiry is expected to show that in some fields the training provided by the 27 Boards could be reorganized into one course with substantial financial saving.

During the review the activities of the Road Transport, the Distributive and the Construction Industry Training Boards have been under the microscope. All these industries depend heavily on the use of heavy vehicles and could be expected to benefit from cooperation in training methods.

Mr Carr intends to publish the report of the inquiry as a basis for consultations with all the industries concerned.

Much of the criticism of the present training system has centred on the method of financing the Boards. Large firms who run their own training schemes feel the return for the levy charged by the Board is minimal and that they are subsidizing smaller and less efficient organizations.

The signs are that the levy system, with a small Government contribution, will continue. The report may, however, point the way to reducing the financial burden as a result of more joint training programmes.
