Which of the following most accurately describes the problem?

A"QUITE WORTHLESS" application supported by evidence "of most ephemeral quality" could not possibly justify an ambitious bid for two 7-ton tankers, said Mr. G. H. P. Beames at Leeds last week. He spoke on behalf of Sludge Disposals Ltd. and others, who opposed a B-licence bid by Kingston Technical Services Ltd., of Hull, seeking to carry oil and chemical wastes as required.

The Yorkshire deputy Licensing Authority, Mr. M. Gosnay, refused the application but in doing so suggested that the "mighty opposition" it had attracted might not ensue if it were republished in a less ambitious form.

Mr. H. G. Proctor, for the applicant company, said it was wished to carry waste as an intrinsic part of the comprehensive descaling service offered.

A director, Mr. T. Watkins, said that Kingston specialized in the repair and maintenance of heat transfer equipment, valves and pipework of industrial installations and ships. Sub-contracting the sludge disposal part of the work was unsatisfactory, and operators could not be relied upon to dispose of dangerous products safely.

The general condition of sub-contractors' vehicles was an uncertain factor and they were often unpunctual. Their drivers would help on the job if they were "induced financially"; some drivers, he suggested, did not understand their own equipment.

Continuing, Mr. Watkins said that he had discussed transport requirements with a principal of "M. and M." (an objector) and he had been threatened with severe competition "if he did not get out of the tanker market". He thought the attitude of the objectors was unfair. It threatened his livelihood, as his customers expected the de-scaling operations to be combined with the sludge disposal aspect.
