CONCERNS THAT driving new cars from manufacturers to dealers and on to customers within Europe is leading to tax and registration fraud are likely to increase demand for car transporters.

The European Commission (EC) is proposing that the delivery-by-driving method of moving new cars be excluded from the European Union (EU)TIR system that provides for customs simplification. Under the TIR system, goods crossing several international borders in transit attract customs duties and inspections only at their destination country.

While moving cars by transporter is relatively easy to control, driving cars to customers risks them being diverted onto the black market "a higher risk of fraud", notes the EC. It is proposing to exclude such deliveries from the TIR system, limiting this fast-tracking to "passenger cars transported by means of other vehicles'.

This follows a similar amendment made last September to the UN Customs Convention on the International Transport of G Camets.
