Which of the following most accurately describes the problem?

THE FLANDR IAN PART of Belgium intends to roadtest longer, heavier vehicles (LHVs), following the example of the Dutch.

The Flandrian Minister of Mobility has given the go-ahead to a sixmonth trial in which LHVs are expected to be trialled between Zeebrugge, Gent and Maasmechelen. An evaluation will take place to see whether LHVs ease traffic congestion in the busy western part of Belgium.

The Dutch will watch this development with interest, as they will see no reason why they cannot run their LHVs a bit further than the Dutch borders, Meanwhile in Germany -where central government is opposed to further LHV tests the federal state of Nordrhein Westfalen, which borders Holland, is to allow hauliers to extend their LHV tests.

No LHVs have been allowed on the German Autobahn since 31 December 2007. But Nordrhein Westfalen has stated that hauliers taking part in the test were supposed to gather data during a full year. As some hauliers Oined the test a little later than planned, the test has been extended until 30 June.

The results will be used by the European Commission to evaluate whether LHVs have a chance of becoming a normal sight on Europe's main motorways in the near future
