Which of the following most accurately describes the problem?

provider, it's no great surprise to hear Pargeter endorse the driver CPC as a good thing. But he is concerned that the module aimed at new drivers should strike the right balance between theory and practical work.

As for periodic training for older drivers, again he believes it is a good idea but must reflect what drivers do on a day-to-day basis. "At the moment, for example, the ADR has not been approved for periodic training," he warns.

"As things stand, it won't count because it's a vocational qualification.

"That's rather strange because for anyone working in the area of hazardous chemicals, it's a vital part of the qualifications they need to do the job.

"Older drivers I've spoken to all say they will retire before it comes in. Many are worried it will involve sitting an exam, even though it's been made clear it won't.

"The government has got to sell this to the industry that it can bring benefits," believes Pargeter.

So is it a windfall for training firms such as Pargeter's? "Not really," he insists. "Maybe in a few years' time. But my worry is that by then there won't be enough companies left to do the training."
