Which of the following most accurately describes the problem?

N OPERATOR has had its two-vehicle licence yoked after its vehicle was involved in a fatal :cident and found to have faulty brakes and 3rn tyres.

Dewi and Mary Rowlands. trading as DE & M owlands, appeared before Welsh Deputy Traffic .)mmissioner Lester Madcirell. He disqualified Dewi owlands from holding an 0-licence for six months Ld Mary Rowlands for three months.

Vehicle examiner Philip Harrison said he had und little or no effort on the neat-side front brake, tich would make the vehicle veer to the right under aking. The third-axle nearside outer tyre had a ction of tread missing, exposing the cords in the ad area. The third-axle nearside inner tyre was worn low the legal limit down to the cords, with the cords magcd. Harrison issued an immediate S-marked ohibition for those items, indicating a serious lapse in maintenance. The third-axle offside inner tyre was worn to a lesser extent but still below the legal limit.

Dewi Rowlands said the vehicle was held by contractors on behalf of the police, despite his efforts to retrieve it or take the container off for fitting to another vehicle. He drove the vehicle and was not aware of it pulling to the right under braking. He accepted there were three defective tyres on the rearmost axle, but said he had checked them on the preceding morning and found no fault. His method was to apply his hand to feel under the mudguard.

The DTC said the vehicle was being used when its front brakes were in a dangerous condition. The two tyres on the nearside had serious, long-standing and potentially lethal defects and he could not recall seeing worse.

An investigation into the fatal accident is pending and criminal proceedings may follow.
