• Bus company Luton & District has been severely warned for failing to run two services in Luton according to its registered particulars.

Eastern Traffic Commissioner Brigadier Compton Boyd called its planning "flawed" and "totally misconceived".

The company had never operated one of the services. On the other, which was due to end in March, drivers had interpreted instructions to miss out part of the route when running late.

Boyd said that "indifferent, ill-informed and casual management" was no excuse. The company had even encouraged drivers to break the rules.
