THE Road Haulage Association has received no serious complaints from members following the introduction during the past year of regulations covering the movement of abnormal indivisible loads between 14 ft. and 20 ft. in width. In his report for the year Mr. E. W. Voller, chairman of the Association's heavy haulage and machinery earners group, says that movements of abnormal loads have not been held up by the use of the V.R.1 procedure "although it is within our knowledge that persons not in the group and not qualified to handle abnormal indivisible toads efficiently have been prosecuted for failing to use the new procedure ".

The unqualified and unsuitable person will become increasingly reluctant to undertake the carriage of abnormal indivisible loads, says Mr. Voller.

The report also describes as reasonable the regulations for the lighting of long vehicles and trailers. In many instances, says Mr. Voller, the original proposals of the Ministry were substantially amended as a result of representations.

The group welcomes the setting up by the Conference of Heavy Engineering Industries of a committee to deal with the problems arising from the movement of abnormal loads. Mr. O. G. Wynn, a former chairman of the group, is a member of a panel of transport experts advising the committee.

Regret is expressed in the report that the Ministry "has not seen fit to agree" with the proposal which the committee has continued to press that pedestrian footbridges should have a removable centre section, for high loads.

The group has re-elected Mr. E. W. Wier (Cattermoles Ltd., London, N.1) as chairman. Also re-elected as vicechairmen were Mr. J. Silberrnann (Hallett, Silbermann Ltd., London, N.W.2) and Mr. G. D. James (Wrekin Roadways, Ketley, Salop).
