A N application for a short-term B tt licence for two vehicles to carry opencast coal and building materials within 25 miles of Leeds was described last week as improper by Mr. T. B. Atkinson, for British Railways.

Mr. G. Steel, for Heaps Tours, Ltd., the applicants, said they strongly resented the railways' attitude in objecting but not giving evidence of their facilities. Heaps Tours had applied for a short-term licence last November, as they had insufficient vehicles to meet the expanding demands of customers, and Mr. Steel had thought the application would be granted in chambers.

Mr. Atkinson told Mr. J. H. A. Randolph, Yorkshire Deputy Licensing Authority, that the application should be for additional vehicles, as there was no authority to allow a short-term licence to be granted to relieve pressure from existing customers. The demand was constant, and not limited as required by statute.

In refusing the application, Mr. Randolph said the law was clear. His hands were tied. If the applicants had taken advice they would have discovered that a short-term licence was not appropriate.
