Which of the following most accurately describes the problem?

DETAILS for the amalgamation of Lthe Yorkshire area of A.R.O. and the Yorkshire Stage Carriage Operators Association have now been settled. As the Y.S.C.O.A. has agreed to sink its identity in A.R.O.. the latter will, it is stated, acquire about 2,000 new members. Not long ago, Yorkshire Motor Coach Owners, Ltd., threw in its lot with the national organization. According to figures which have been quoted, 'the latest merger brings the total A.R.O. membership in Yorkshire to about 3,000.

Mr. F. G. Bibbings, general secretary of Y.S.C.O.A., has been appointed chief executive officer for A.R.O. Yorkshire area. Mr. M. C. Vickers (A.R.O.) and Mr. J. Rogers (Y.S.C.O.A.) will concentrate on the goods-vehicle section of the organization, and Mr. L. Cadwallader (A.R.O. and formerly Y.M.C.0.) will specialize in the passenger side. Mr. R. Barr will be chairman.

The old A.R.O. offices in East Parade, Leeds, will probably be closed, and the staffs of the merged organizations will be concentrated at the Y.S.C.O.A. offices at 62. Basin ghall Street, Leeds.

Arrangements are being made to continue the 29 district branches—a system which was a successful feature of Y.S.C.O.A., particularly in connection with licence applications. On the evening before a sitting of the Licensing Authority or the Traffic Commissioners in a particular town, a meeting of the local branch was held. at which members making applications at the following day's sitting were able to consult headquarters' officials of the Association.
