THE Liverpool District and North Wales Division of 'the C.M.U.A. held its 18th annual general meeting yesterday (Thursday). Amongst the matters dealt with in the annual report is that of steam-vehicle speeds and speed markings.

It is explained that pre-1932 steam vehicles should be marked with the highest speed at which they may legally travel when not drawing a trailer, irrespective of any restricted speed allowance for increased load. Provided that the gross laden weight of 14 tons be not exceeded, a prosecution for overloading would take place only if the vehicle had been observed to exceed 12 m.p.h. at the time of the alleged overloading offence.

The chairman's report on the past year's working will be presented, and Mr. R. W. Sewill, the national director, will address the meeting. S.T.R. Lecture Postponed.

The meeting of A.R.O. at Shoreditch, on February 25, at which S.T.R., The Commercial Motor costs expert, was to have lectured, has been postponed. ' The report states that the speed restriction in the case of steam vehicles is found to be most irritating, particularly as the intention of the legislature (to make a concession to older vehicles of a greater unladen weight) has been entirely nullified. The C.M.U.A. has joined with the Coal Utilisation Council in making representations for the removal of the speed restrictions.

As regards legal defence, the number of cases dealt with during the year showed some increase, but there are distinct signs of greater observance of the law by most operators. A bad record of road offences may have a most prejudicial effect on an application for the renewal of a goods-vehicle licence.
