The Bill would also empower the company, with the consent of the Minister of Transport, to inaugurate a system of trolley-buses on other routes, and to run buses along the roads on which the present system is installed, or on others.

C46 Apart from the proposed unrestricted use of county main roads, or other roads, the important main road from Cinder Hill to Langley Mill, over five miles in length, would be immediately affected by the proposals contained in the Bill, and it is thought essential that the county council should be adequately protected in the execution of the proposed works in relation to the removal of the rails now laid and the nature and extent of the reinstatement of the road referred to.

No definite period within which the proposed works shall be carried out and completed is fixed, and detail and general powers are proposed to be conferred upon the company as to placing, erecting and maintaining, along the roads on which it may be authorized to run trolley-buses, of standards and other necessary equipment. In this connection the Bill, as drafted, is considered inadequate to protect the interests of the county council, and, moreover, there are other provisions contained in the Bill which, according to the committee, require protective additions, amendment or withdrawal.

The company also seeks power to prohibit bus competition along any specified route as in the Bill defined, or along any other route if and so long as it provides services by trolley-buses and motorbuses which are considered adequate to meet the requirements of such routes.
