Two agreements have been signed defining the functions that Vosa performs for the Traffic Commissioners. Louise Cole reports.

CHIEF EXECUTIVE of Vosa Stephen Tetlow and senior Traffic Commissioner Philip Brown tried to allay concerns about a growing rift between Vosa and the 'Ifs last week by signing two agreements to define Vosa service levels.

The agreements defined the functions Vosa is required to perform for theTCs by type.speed and frequency. Tetlow says the agreements, which cover operator seminars and office support. will be used as performance management tools to monitor Vosa's support for theTC function.

Commercial Motor was invited exclusively to attend the signing of the documents because the two men wanted to allay widespread concern that Vosa and the TCs are at loggerheads.

"This is about constructive dialogue looking at whatTCs need and how they want it delivered." says Tetlow. Brown continues: -The its can see at a glance what Vosa has agreed to provide."

The agreements cover office support for licensing functions a contentious area for some TCs, particularly South-East and Metropolitan TC Chris Heaps, given that the Vosa functions are being centralised in Leeds.

Brown says: "We'll only be able to assess standards and speed [of document delivery] when the system is completely rolled out.But these are livingdocuments,and will be reviewed every six months."

Brown is submitting his final recommendations on having a lead TC for multi-regional licence holders as part of the Modernising Operator Licensing agenda, and hopes this will be open to stakeholder consultation shortly after Christmas Of the process of modernising Brown says:"In reality we've been working together closely. But the process and speed of change is frustrating. Stephen and I are both confident it will work if we can just get on with it."
