Which of the following most accurately describes the problem?

LEIGHTON BUZZARD haulier S&J Pierce has stepped in to save the town's Christmas float after insurance companies refused to underwrite it for health and safety reasons.

Each year the town's Round Table float travels around Leighton Buzzard collecting money for charity, hut this year insurers' objections meant it faced the prospect of going to pre-arranged fixed sites.

When Steve and Jenny Pierce heard about the situation they rang their own insurer and arranged to have the vehicle put on their fleet insurance; they will also be providing drivers.

Steve says: "Trying to stop the float seemed a bit daft, bureaucracy gone mad really, so we decided to see if we could help. Our insurer, Norwich Union, was quite comfortable with it."

Round Table chairman Dave King told the local newspaper the haulier had done them "a really big favour in helping us to carry on raising money in the usual way".
