Which of the following most accurately describes the problem?

DISCIPLINARY ACTION against a refuse driver who left his vehicle only for joyriders to hijack it and cause thousands of pounds worth of damage could lead to strike action.

The GMB union has balloted around 30 members al waste management company Serco, claiming that Dennis Moore should not have had his job changed or received a warning after leaving his street sweeper with the keys in the ignition.

It claims Moore, a GMB shop steward, was in a no-win situation. He had to collect domestic rubbish on behalf of Breckland Council in Norfolk but if he had turned off the engine it would have shut down the warning beacons also a disciplinary matter.

The union says Serco has shown no desire to resolve the situation, despite previously having a good relationship with the union. GMB organiser Glenn Holdom says the result of the ballot will be announced this week.

A Serco spokesman says it couldn't afford to let the mistake go unpunished.

-The vehicle was left with the engine running and unattended for over five minutes. We felt this was unacceptable and took appropriate action with the employee involved."

He added that the council does not anticipate disruption to refuse collection services over the Christmas period.
