it A controversial proposal to impose transport "infrastructure costs" throughout Europe has been approved by the European Parliament's transport committee (CM23-29 Nov).

Under the "Costa report", hauliers and other road users could face extra taxes in the form of road tolls and higher vehicle licence fees.

While some amendments have been accepted, Tory MEP Phil Bradbourn who has been contesting the proposals says they simply "water down its most unpalatable features".

The report will now go before the European Parliament's Plenary session in January. It is likely to be approved but Bradbourn has tabled 11 lastditch amendments which he hopes will act as a spoiler.

Under the terms of the report, revenues would be collected locally but would be forwarded to the European Commission. Bradbourn says: -These are matters that should be dealt with by national governments, not at European level. It's a worrying trend which is part and parcel of a move towards centralised European decision making."
