ing residents, opposed to plans by Mansel Davies & Son to add two trailers to the six vehicles authorised at its Milford Haven depot, have been declared invalid by South Wales Deputy Licensing Authority Alan Bourlet.

The company applied to renew its South Wales licence for 172 vehicles and 146 trailers, with six vehicles and two trailers based at The Meads, Priory Road, Milford haven, at a Carmarthen public inquiry.

Representations for five residents of Priory Road had been made by Ann Kilbourn.

For the company, Stephen Kirkbright said that although the representations had been lodged within the time limit, his photocopy was unreadable.

There were three lines of hand-written script which were illegible and it was impossible to read the signatures.

Despite repeated requests, a copy of the original had not been forthcoming.

After the DI,A had said that his papers also only contained a photocopy, Mrs Kilbourn said the original had been retained for other purposes She had tele phoned the Traffic Area Office in Cardiff and had been told that photocopies would be all right. Bourlet pointed out that he was not the Traffic Area.

Kirkbright argued that only people who had complied with the regulations in relation to the making of representations had a right lobe heard, and an unreadable copy could not be said to comply. The Transport Tribunal had laid down that even if the licence applicant did not object, a Licensing Authority could not hear representations from people who had failed to comply with the regulations.

Bourlet ruled that the representom had no right to be heard and granted the renewal of the company's licence as applied for.
