Which of the following most accurately describes the problem?

EN travelling outside built-up areas, vehicles of over 3.5 metric tons (7,700 lb.) maximum gross weight should leave between them—except when about to overtake—gaps sufficient to enable faster vehicles overtaking them to slip into the gaps without danger. This is one of the supplementary provisions agreed for insertion in the draft European Agreement discussed by the Economic Commission for Europe subcommittee on road transport in Geneva last month.

It was also agreed that motorways should be closed to vehicles without pneumatic tyres and those unable to travel on the level at at least 40 k.p.h. (24-8 m.p.h.).

New road signs were specified for a wide variety of applications; it was also laid down that in three-light traffic signals the red light is to be at the top and the green at the bottom, but two-light systems were prescribed for future use.

The sub-committee adopted, inter alio, measures specifying the carriage and use of red marker triangles for emergency use, as in roadside breakdowns, signs for drawing vehicles to indicate that a trailer is being towed, maximum heights for trailers, the equipment of vehicles and the colour of lights mounted on vehicles.
