WHEN the applicant, H. Evans and Sons (Newport) Ltd., failed to appear at the hearing on Monday, the South Wales Licensing Authority, Mr. Ronald R. Jackson, refused the application outright.

The application was for an A licence for four articulated vehicles to carry steel, paper. chemicals. paints, packing cases, pallets. car parts machinery and tractors to London, Liverpool, Manchester, Southampton and all United Kingdom ports. Two artics were specified as being on a short term A licence at present.

After hearing that the applicant was not present in court, Mr. Jackson said: "This application has received a lot of objections and I see that the majority of the objectors are here in court this morning." He added: "My views on applicants who do not appear in this court are well known now. I apologize to the objectors on behalf of the applicant. I am sorry you have all been brought here this morning for the second occasion. I shall refuse this application outright and 1 shall also take steps to deal with the two short term licences on which the other vehicles are operating ".
