Marked Progress with the Merger

NEW SECRETARY FOR LONDON, AREA OF C.M.U.A.-A.R.O.

Mr. S. H. Jardine has been appointed secretary of the new Metropolitan Area, constituted from the C.M.U.A. and A.R.O.

Mr. Jardine has had a long and intimate connection with road transport. Between 1919 and 1923 he waS a transport officer of the Ministry of Food, and from that time until 1926 he was stationed on the Gold Coast, where he took charge of the vehicles operated by Elder Transport, Ltd., a branch of Elder Dempster, Ltd.

Following this, he became assistant transport manager of the Columbia Graphophone company and, since 1933, has been a traffic consultant with Capt. E. H. B. Palmer and Carmo (1929), Ltd.

Mr. Jardine will, no doubt, find plenty to occupy his time, for the field in the .Metropolitan Traffic Area is a huge one, operators in it owning approximately one-quarter of the total number of goods vehicles in the Country.

Devon A.R.O. Changes.

Owing to pressure of business, Mr. C. J. Scott, haulier, of Rolles Quay, Barnstaple, has -resigned the secretaryship of A.R.O. North Devon Sub-area. Mr. F. R. Stoker, of Messrs. A. Nott, contractors, Witheridge, and formerly chairman, has taken over those duties.

Mr. F. Moor, of Messrs. Moor and Son, motor engineers, of South Molton, is temporarily acting as chairman.

AS announced in The Commercial Motor a fortnight ago, the distinction of being the first to complete local negotiations for amalgamation fell to the Western Area of the C.M.U.A. and A.R.O. News of the success of further negotiations has now been received, and the reorganization of the NorthWestern Area has recently been completed.

The agreement has been formulated with a view to making the minimum of changes, and it has been carefully planned so that the change-over may take place in a markedly smooth manner.

Three association areas are to be established within the North-Western Traffic Area, with headquarters at Manchester, Liverpool and Preston. The boundaries of the areas 'are to be planned by a sub-committee. Southport and Birkclale and Wigan will become sub-areas of the Preston area, Runcorn and Warrington will fall in the Liverpool area, and Hyde, Denton, Glossop, etc., in the Manchester area. Places beyond Carnforth will fall within the Northern Area, whilst Whitchurch (Salop) will be transferred to the West Midland Area.

The organization is to be placed on a proper business footing, and care has been taken to arrange for the finaaces to be adequately apportioned.. All subareas will be required to budget for their coming year's expenditure, and, after endorsement, it will be the duty of the area committee to provide the required funds.

Each of the three main areas is to be autonomous and will .carry direct representation on the National council. A point of special interest is that two trustees will be appointed in each main area, and they will be responsible . for remitting to the national headquarters one-third of all the moneys received from the sub-areas. The subareas shall in all cases forward the full amount collected to the area headquarters.

Arrangements are to be made for a full-time salaried secretary,. with an adequate supporting staff, to be appointed in each of the three areas.

We understand that Mr. F. F. Fowler, of A.R.O., and Mr. W. A.

Winson, of the are in Leeds this week completing details of the amalgamation in Yorkshire, whilst Mr. J. L. Kinder, C.M.U.A. national organizer, has completed preliminary negotiations for the merger in South Wales. Announcements regarding these areas may be expected shortly.

In other parts of the country reports show that merger negotiations are in an advanced stage. Agreement on major points has been reached in the West Midlands and Northern Areas,. and an announcement regarding the completion of the merger in the Metropolitan Area is expected in the very near future, New Offices in the Lion's Den.

The reconstituted Metropolitan Area of the has taken offices in Romney House, Marshanti. Street, Westminster, 'London, S.W.1, where, as is well known, are also situate those of the 'Metropolitan

Licensing Authority. .
