The question of " freezing" tonnage was raised when application was made to the North Western Deputy Licensing Authority, at Manchester, by Mr. William Allen, coal merchant and haulage contractor, of Bolton, for a hiring margin of 11 ton.

It was explained that Mr. Allen had two vehicles on an A licence, one of 41 tons and the other of 6 tons. The 4t-ton vehicle had, for economic reasons, been replaced by a 23--tonner, and it was now sought to place the difference on hiring margin.

Mr. P. Kershaw, for the railways, did not cross-examine the applicant.

He submitted that the. hiring margin had been placed in the Road and Rail Traffic Act as a safeguard for those with claimed tonnage who might not. have been operating,, at the time of their original applications, the full tonnage used during the basic year. But it was not the intention of the Act that the hiring margin should be used for the purpose of " freezing ".tonnage not now in use. " It is not desirable to permit hiring allowances at this stage. The applicant does not now need the extra tonnage and should not he allowed merely to conserve tonnage," he added.

The application was refused, but Sir William Hart pointed out that he had no idea of penalizing' Mr. Allen.

Harvey Frost Moves to Bishop's.

Stortford.

On Monday (August 24), Harvey Frost and Co., Ltd., the well-known manufacturer and supplier of H.F. garage equipment, is removing from Great Portland Street, London, to Bishop's Stortford, where the main works have always been situated.

The company has lately been completely reorganized, with a view to improving the manufacturing and sales facilities. The address of the company will then be Dunmow Road, Bishop's Stortford.
